This is an informative document that describes the packet data
\nsystem architecfotur rae third generation wireless system based on
\nIMT-2000. The general capabilitiesf or this system match those
\noutlined in the ITU IMT-2000 requirements document Q.1701. As a
\ngeneral philosophy behind the design of this architecture, IETF
\nprotocols are employed whenever possible to minimize the number of
\nnew protocols required and to maximize the utilization of well
\naccepted standards and hence the speed to market.<\/p>\n

This document describes an architecture with two general
\nservices, local and public data network access and Private data
\nnetwork accesass, well as two access methods, Simple IP and Mobile
\nIP. Several advanced features sucha s security associations and
\ndynamic address assignment, as well as accounting, are accomplished
\nusing IETF protocols.<\/p>\n

The document begins by describing the services offered. It then
\ndescribes a functional model and the general functionsf or each
\ncomponent. Finally, a physical model with the appropriate mappings
\nand detailed requirementsis provided. An annex attached provides
\ngeneral message flows.<\/p>\n

The standardization of packet data servicies anticipated to
\noccur as a phased project. While this document primarily describes
\nfeatures thaat re required for Version 1, several requirements
\nwhich are targeted for Version 2 are also described. These features
\nare not deemed reasonable to standardize in the immediate term, but
\nare intended to be future requirements.This document will be
\nrevised at a later date to more fully describe subsequent
