These requirements do not address<br \/>\nthe quality or reliability of that service, nor do they cover<br \/>\nequipment performance or measurement procedures.<\/p>\n<p>This specification is primarily oriented toward requirements<br \/>\nnecessary for the design and implementation of access terminals. As<br \/>\na result, detailed procedures are specified for access terminals to<br \/>\nensure a uniform response to all access networks. Access network<br \/>\nprocedures, however, are specified only to the extent necessary for<br \/>\ncompatibility with those specified for the access terminal.<\/p>\n<p>This specification includes provisions for future service<br \/>\nadditions and expansion of system capabilities. The architecture<br \/>\ndefined by this specification permits such expansion without the<br \/>\nloss of backward compatibility to older access terminals.<\/p>\n<p>This specification is based upon spectrum allocations that have<br \/>\nbeen defined by various governmental administrations. Those wishing<br \/>\nto deploy systems compliant with this specification should also<br \/>\ntake notice of the requirement to be compliant with the applicable<br \/>\nrules and regulations of local administrations.
