This fourth year is also the last year of the baseline period that API declared as it started this data collection effort. In light of the expected fluctuations in the generation of many residual materials \u2014 that some process units are serviced every three years and that maintenance turnarounds may occur at even longer intervals \u2014 this baseline period was imposed to ensure that information would be gathered on the natural fluctuation in generation rates.
